Balance Changes

• Exsanguinating Stomp: 2 turn warm up added and defense/resistance reduction changed to 20% for 2 turns
• Titan's Shroud: Duration increased from 3 to 4 turns
• Cleanse: Now heals 125 health when used
• Infernal Surge: Can now only be used once but gains 25% rage and health based on defense
• Cyber Hunter:
  • Neural Scythe: +5 energy cost per level
  • Master of Arms: Now only boosts sidearm and auxiliary, but max % raised to 15 from 10
  • Proton Cannon: Requirement changed from technology to strength
• Tech Mage:
  • Assimilation: Now does 75% damage instead of 100%
